[Like the teleportation cubes they used on Chorus, programmed on the fly by their armor's neural link connection when activated. Locus didn't plan on letting anyone know where he stayed so that, at least, wouldn't change. The amount of effort he put into it, however, might have to.]
He has a lot of augmentation, physically and in his mind, that's basically turned him into a weapon. I think his ability to 'teleport' is part of that.

As far as I know, he has to know where he's going - not just to who or what.
I'm still holding my theory that there is a point at which you become immune to acquiring new trauma.
