Personality:
Resilient: Scott's seen some shit, taken some shit, and experienced some shit. He's lost both his parents. He's fallen out of a plane and spent a year in a coma. He spent his childhood being 'raised' by Sinister as a medical experiment and all kinds of physical, mental, and telepathic fuckery. He ran away from Sinister BLIND. He killed Jack of Diamonds and started leading the x-men when he was 16. He's had kids crucified on his lawn, been possessed by evil, been a breeding project, and lost so many people he loves, including Jean (more than once). He's damaged and traumatized, but he's not broken. He keeps getting up and going back to it.

The most recent (to his canon point) is that he is imprisoned for killing Charles while possessed by Phoenix. Everyone hates him. He is not just down, he tries to get Logan to kill him and tells Logan that he is already in hell. The second another mutant (and friend) is killed in that prison, he gets back up (metaphorically) and has Magneto get him out so he can get back to the fight -- just like every other time.

Ruthless: Scott's not lacking morality - at all. He believes strongly that hurting people and killing are wrong. He's also been leading the X-men for a long time and just as strongly believes in doing what needs to be done. What needs to be done, according to him, has become increasingly brutal over time. He killed the first mutant who attempted to use him in crimes when he was sixteen. He has used children in combat. He has said, literally and verbatim, both 'we fight or we die' and 'we have nothing left but threats'. He has blown holes in his lawn. He's kicked Charles out of the institute. the further he has been backed into a corner, the more ruthless and less moral his actions have become.

The two most recent examples (again per canon point): He strangled Emma to take full possession of Phoenix, rather than allow Phoenix to be driven to her -- because he had a better chance of controlling Phoenix, and just before leaving the prison he was being held in, he had Danger carve an X in the warden's face.

Self-loathing: The funny thing up there about Scott not lacking morality, but also being ruthless because he's been backed into a corner? Yeah, he fucking hates himself. He doesn't think he's doing something good, he believes he is doing absolutely terrible things that are also necessary. He lives in a state of disgust at himself and anger at all this shit being necessary to start with. Add in that he believes he is personally responsible for this fight - he's The Leader, after all and has been since he was a teenager - and all the losses they've experienced and lack of meaningful wins... He's a failure as well as doing morally repugnant things.

Most recent glaring example? He really, really, tries to get Logan to kill him after he kills Charles. It's not just guilt and grief and wanting out of prison - Magneto offered an escape almost as soon as Scott went into prison. He just really does not like himself at all. It's only after his friend in prison gets beaten to death for being a mutant that Scott accepts Magneto's offer. Before that he really, really would just stay there and die. Shock collar and all.

Controlling: His control issues are far, far deeper than organizing his sock drawer and not wanting other people to mess with his things, though both of these are true. His private living quarters will be organized to an insane degree, and not just so he can navigate effectively enough blind to have match socks or grab the shampoo instead of the conditioner. Part of this is because, of course, he only has external control over his abilities thanks to brain damage and/or sinister's tampering and/or psychological trauma. Some of it's the result of being taken over by Apocalypse -- and Phoenix, more recently, and that he was made responsible for all of mutantkind when he was a kid. He has very literal nightmares about losing control. He refuses medical treatment that would make him loopy and errode his self-control- though Logan successfully forces the issue.

Logan once says Scott's a hell of a wartime general, then asks if anyone taught Scott how to turn that off. No. No they didn't and no he can't. That's the real crux of how Scott's control issues manifest so loudly and clearly in his personality. He says he doesn't use the alphabet for plans, because that would imply there are only 26 of them. His contingency plans have contingency plans and Nick Fury is wary of that. A lot of his interpersonal conflicts are also the result of this (stop messing with his plane/bike/people/lawn/team!); if he's in charge and responsible he NEEDS control of it.

Summation: Scott converts sunlight (and other ambient energy, per link) into concussive force beams that are emitted from his eyes. These beams have the appearance of red light, but do not generate heat and produce no recoil. They can be blocked only with ruby quartz or his own skin (ie: his eyelids).

He has no control over the concussive force. He compensates for his lack of control by wearing either ruby-quartz glasses or a visor which has an aperture mechanism that allows control over the width, height, and force. With the visor he has previously demonstrated a high degree of accuracy - from punching a hole in a coin to leaving massive craters on the lawn when defending the school against attacks.

His lack of control is largely the result of childhood trauma, but possession by Phoenix worsened his control further.

He also has an intuitive sense of spatial geometry, object location and the angles between them. This is largely used to either make difficult shots (banking, multiple bounces, around corners, even), but also comes into play when and if he is forced to navigate with his eyes closed or to compensate for low light settings in which the glasses/visor are further limiting his vision.

He's also got really good piloting, driving, and martial arts (judo and akido) skills and is a remarkably good/strong tatician.

I don't THINK he needs to be nerfed - he can cause A LOT of damage, but he can't punch a hole through reality or anything. If it does need nerfed it's as simple as lowering the output level.
